Talk to the mermaid, and then retrieve the Living Water with the Vial For Living Water. With the Sinking Lure, after you cast your line, if you press no buttons, the lure will drop to the bottom of the pond. First jump to the narrow platforms and make your way around. There is a Gold Skulltula for us to collect, but it is only available at nighttime, so be sure it's night before heading into the City. You wake up back at home, but the locket's missing! You'll meet a dwarf that will tell you more about the Horsemen. You'll have to use your Hookshot to get back to the other side (just shoot the broken part of the bridge and climb up).
But remember, you are not alone! Before you go down there however, pickup one of the nearby boxes and go down.
